Lecture on the Iraqi High Tribunal at LSE

I will be giving a public lecture next Tuesday, November 13th, at the London School of Economics. The lecture, which is sponsored by LSE’s International Humanitarian Law Project and the Law Society Charity, will ask whether the Iraqi High Tribunal should serve as a model for what scholars have called “internationalized domestic tribunals”: domestic courts that directly apply international criminal law and procedure. My answer — which will not come as a surprise to regular readers — will be an unequivocal “no.” I will speak for 35-40 minutes, and Charles Garraway, a lecturer at LSE who was involved in drafting the IHT Statute (and who has contributed to Opinio Juris), will give a 15 minute response. He and I will then take 30 minutes of questions.
