I have been doing work on the structural role of corruption in the Yemeni political system. I have found that corruption has become the main source of legitimacy for the ruling elite. Corruption has become so integral to the system and so accepted by the public to the extent that an honest govenment official can not possibly convince the general public of his integrity, as such integrity is no longer viewed as rational behavior.
