If you are interested, please contact the editors at info@apils.org by 31 October. In the email, please indicate clearly which article(s) of the Convention and/or the Protocols you would propose to work on. Please include or attach a biographical note that outlines your expertise, especially in relation to the CCW and/or other conventional arms control treaties, and a list of your relevant publications.

Oxford University Press has expressed interest in the commentary and will consider a full proposal once the contributor list is complete. The exact timeline will be settled in consultation with the contributors. More details on the project are available here.

Call for Submissions

Call for Submissions – Cyber Law Toolkit: The Cyber Law Toolkit, the award-winning online resource on international law and cyber activities, is inviting submissions for its next general update, scheduled for September 2026. Authors of selected scenarios will receive an honorarium of €1,000. The Toolkit features a growing collection of hypothetical scenarios, each describing cyber incidents inspired by real-world examples and accompanied by detailed legal analysis. It has been expressly cited in a number of State national positions on international law in cyberspace and has become a key reference point for governments, militaries, international organizations, and academics worldwide. To remain current and relevant, the Toolkit is regularly updated. The project team now welcomes proposals for new scenarios to be included in the 2026 update. Proposals of no more than 500 words should describe a hypothetical cyber incident (or series of incidents), identify the international law issues raised, and include references to relevant sources. Proposals are due by 14 November 2025. For further details, please see the full call for submissions.
