The Senate has now passed the revised version of the Graham Amendment, and the underlying bill to which it was attached (S.1042, the ’06 Defense Authorization bill). Now we’ll see what emerges from the conference. If both the McCain and (revised) Graham Amendments survive, the question then becomes whether the Administration will make it good its threat to veto the entire package….
